Literacy Program Charter of Responsibilities

Preamble: In the January, 2006 Vision Document of St. James it is articulated that we, as a congregation, are called to:

1. Ensure that each parishioner is inspired, equipped and empowered to serve as an active disciple within the Christian community of St. James,
2. Further extend Christ's love to the world by enabling and encouraging each parishioner to become involved in hands-on service projects in the local community, the nation, and the world, and
3. Plan and execute a mission-driven expansion and renovation of the church's facilities.

In the summer of 2006, Vestry determined that it would be beneficial to find one singular focus on which to concentrate these efforts and integrate activities. To that end, St. James set out to identify One Common Goal in Christ's Name. What emerged after many months of community input and prayerful discernment is the crucial role literacy plays in predicting the future academic achievement, positive self-image and healthy lifestyle choices of students in area schools. Preventing students from falling behind grade-level reading was identified as a need in the community which was not being met and one that could provide a context for fulfilling St. James' calling as stated in the 2006 Vision Document.

Purpose of the St. James' Literacy Program: The St. James Literacy Program is established by the Vestry to provide assistance to students who are in danger of falling below grade level in reading through an integrated, comprehensive program of instruction. Strategic planning for the implementation of projects and activities has begun and is ongoing.

Purpose of the St. James' Literacy Committee: The St. James Literacy Committee is charged by the Vestry to oversee the execution and administration of the St. James Literacy Program.

Responsibilities: The St. James' Vestry expects the Literacy Committee to fulfill the following responsibilities:

1. Develop an Action Plan for the implementation of a Literacy Program no later than June 1, 2008.
2. Develop a logistics plan that will address the following issues:
   1. recruiting and training volunteers
   2. transportation and liability
   3. identification of children in need of assistance
   4. funding sources
   5. materials acquisition
3. Research and develop various techniques, methods and projects to include in the Literacy Program.
4. Develop a Marketing Plan to communicate the activities of the Literacy.
5. Program to the St. James' congregation and the greater community.
